Local Control and Accountability Plan

Each year since 2014, with the exception of 2020 due to the pandemic, ISM has developed and posted a Local Control Accountability Plan using the template required by the California Department of Education to provide details regarding our actions and expenditures to support pupil outcomes and overall performance. This LCAP describes goals and specific actions to achieve those goals for each of the state priorities and our own locally identified priorities. The 2019 document included two additional pieces—the Budget Overview for Parents and the Federal Addendum, each built from its own template. Though the state canceled the LCAP for 2020, it still required publication of a Budget Overview for Parents by December 15, 2020, now aligned with the Learning Continuity and Attendance Plan. Publication of the LCAP resumed in June 2021, with several components now included in the overall LCAP.

Prop 28 Arts, Music, and Technology Plan

The legislation allocates 1 percent of the kindergarten through grade twelve (K–12) portion of the Proposition 98 funding guarantee provided in the prior fiscal year, excluding funding appropriated for the AMS education program. Local educational agencies (LEAs) with 500 or more students are required to ensure that at least 80 percent of AMS funds to be expended are used to employ certificated or classified employees to provide arts education program instruction. The remaining funds must be used for training, supplies and materials, and arts educational partnership programs, with no more than 1 percent of funds received to be used for an LEA’s administrative expenses. The full text of the statute is available here: Chapter 5.1 of Part 6 of Division 1 of Title 1 of the Education CodeExternal link opens in new window or tab. (Section 8820 et seq.).

Learning Continuity and Attendance Plan

On September 29, 2020, the ISM Board of Trustees approved a Learning Continuity and Attendance Plan, which replaced the Local Control Accountability Plan for the 2020–2021 school year. Amid the disruption of the COVID-19 pandemic, this document memorialized ISM's planning process for the 2020–2021 school year. All LEAs, including school districts, county offices of education, and charter schools, were required to complete, post, and submit their Learning Continuity Plan by September 30, 2020.
